Backup and restore endpoints

GET /backup_and_restore/backups
Retrieves a list of backups.
POST /backup_and_restore/backups
Submits a request to the Backup and Restore Engine to create a new backup.

Sends a request to the Backup and Restore Engine to delete an existing backup.
